What is ITPO?
ITPO is the nodal agency of the Government of India for promoting the country’s external trade. It functions under the Ministry of Commerce and Industry, with its headquarters at Pragati Maidan in New Delhi. ITPO is a Mini-Ratna Category-1 Central Public Sector Enterprise with 100 percent shareholding of the Government of India , which gives it both operational autonomy and strong institutional backing.
The organisation came into being on 1 January 1992, formed by merging two earlier bodies: the Trade Development Authority (TDA) and the Trade Fair Authority of India (TFAI). According to ITPO’s official profile, the agency is registered under Section 25 of the Companies Act, 1956 (now Section 8 of the Companies Act, 2013), which classifies it as a not-for-profit entity working in the public interest.
The mission behind the organisation
ITPO’s mandate is straightforward yet ambitious: promote, facilitate, encourage, and coordinate activities that enhance the country’s share of exports. It serves as a catalyst for the growth of trade and commerce by offering a wide spectrum of services to exporters, importers, manufacturers, and policymakers. By doing so, ITPO acts as a bridge between Indian industry and the global marketplace.
The journey from trade fairs to a global brand
The roots of ITPO go back to the 1970s. The Trade Fair Authority of India was incorporated on 30 December 1976 by amalgamating three earlier government bodies – the India International Trade Fair Organisation, the Directorate of Exhibitions and Commercial Publicity, and the Indian Council of Trade Fairs and Exhibitions. Operations formally began in March 1977. The 1992 merger with the Trade Development Authority created a single, unified body to handle all aspects of trade promotion under one roof.
Over more than three decades, ITPO has played a proactive role in catalysing trade, investment, and technology transfer. Its toolkit includes organising domestic and overseas fairs, conducting Buyer-Seller Meets, running Contact Promotion Programmes, and facilitating Product Promotion Programmes. It also conducts market surveys and disseminates trade information to help small and medium enterprises (SMEs) understand global demand patterns.
Pragati Maidan and the rise of Bharat Mandapam
If there is one address that symbolises ITPO’s work, it is Pragati Maidan in central Delhi. Spread across approximately 123 acres of prime real estate, this exhibition complex has hosted some of the country’s most important trade events for decades. Pragati Maidan was inaugurated in 1972, and originally offered around 61,290 square metres of covered exhibition space across 16 halls along with 10,000 square metres of open display area .
By the 2010s, however, the complex was clearly outdated. A massive redevelopment project was conceptualised in December 2015 to transform it into a world-class facility. The result was the Integrated Exhibition-cum-Convention Centre (IECC), with its centrepiece – the convention centre – named Bharat Mandapam.
A world-class MICE destination
Prime Minister Narendra Modi inaugurated the IECC complex on 26 July 2023, just weeks before the G20 Summit was hosted at the same venue. Developed as a national project at a cost of about Rs 2,700 crore, the IECC complex spans approximately 123 acres and has been built as the country’s largest MICE (Meetings, Incentives, Conferences, and Exhibitions) destination .
The convention centre alone can accommodate 7,000 people in a single format, supported by six modern exhibition halls covering 150,000 square metres of exhibition space. With these facilities, the venue now ranks among the top exhibition and convention complexes in the world. The complex is designed to support the growth of small and medium enterprises by providing them with a platform to showcase their products and services on a national and international stage .
Flagship events organised by ITPO
ITPO is best known for the events it organises, many of which have become permanent fixtures on the country’s commercial calendar. These exhibitions bring together exhibitors, buyers, government departments, and consumers in a single, vibrant space.
India International Trade Fair (IITF)
The crown jewel of ITPO’s calendar is the India International Trade Fair. Launched in 1980, IITF is held every year between 14 and 27 November at Pragati Maidan in New Delhi . It has grown into one of the largest integrated trade fairs in the world, featuring both Business-to-Business (B2B) and Business-to-Consumer (B2C) components.
The scale is staggering. IITF attracts over a million general visitors and around 10,000 exhibitors every year, with around 40,000 domestic business visitors and 63 foreign trade delegations participating . State governments, central ministries, public sector units, MSMEs, and private companies all take part. Each year carries a different theme – the 44th edition of IITF in 2025 was based on the theme “Ek Bharat: Shreshtha Bharat”, with Bihar, Maharashtra, Rajasthan, and Uttar Pradesh as Partner States, and Jharkhand as the Focus State .
Other major exhibitions
Beyond IITF, ITPO organises and supports several other notable events. These include AAHAR (the international food and hospitality fair), the India International Leather Fair, the India International Security Expo, the Delhi Book Fair, and the India International Footwear Fair. ITPO also serves as the venue partner for the New Delhi World Book Fair, which is jointly organised with the National Book Trust under the Ministry of Education.
In addition to running events at home, ITPO coordinates participation by Indian companies in leading overseas trade shows, especially in markets across Latin America, Africa, and the CIS countries. This dual focus – bringing the world to India and taking India to the world – is the essence of how the agency operates.
Services offered to exhibitors and trade
One of the reasons ITPO commands such trust among industry is the comprehensive range of services it provides. For exhibitors, both domestic and international, the organisation offers end-to-end support from the moment an event is conceived to its closing day.
For Indian exporters
ITPO helps Indian exporters access global markets through several mechanisms. It organises Buyer-Seller Meets, where verified Indian exporters engage in pre-arranged B2B sessions with foreign buyers to negotiate deals and explore long-term partnerships. It also coordinates national-level participation in major overseas trade shows, handling logistics, pavilion construction, and promotional activities so that small businesses can focus on selling their products.
The agency provides market intelligence, sector-specific information, and assistance with product adaptation for foreign markets. For MSMEs that may lack the resources to participate in international fairs on their own, ITPO’s umbrella support is often the first step toward becoming an exporter.
For international exhibitors and buyers
For overseas participants, ITPO functions as a one-stop service provider. It offers world-class venue infrastructure, hospitality services, technical facilities, business matchmaking, and access to Indian buyers and distributors. The agency also handles approvals related to fair participation under government policy, working closely with the Trade Promotion Division of the Department of Commerce on matters such as the Market Access Initiative.
Network and partnerships
ITPO’s reach extends well beyond Pragati Maidan. The agency operates regional offices in Mumbai, Chennai, and Kolkata, ensuring that exporters and exhibitors across the country can access its services. It also has two important subsidiaries: the Tamil Nadu Trade Promotion Organisation (TNTPO), which manages the Chennai Trade Centre, and the Karnataka Trade Promotion Organisation (KTPO), which runs the trade centre in Whitefield, Bengaluru. ITPO holds a 51 percent stake in each.
Internationally, ITPO is a founder member of the Asian Trade Promotion Forum and maintains memoranda of understanding with several global trade promotion bodies. These collaborations help Indian exporters connect with established networks abroad and bring foreign expertise into the country’s exhibition ecosystem.
Why ITPO matters for the economy
The contribution of ITPO to the wider economy goes far beyond ticket sales and venue rentals. Trade fairs and exhibitions create a multiplier effect – they boost hospitality, tourism, transport, advertising, printing, and a host of allied sectors. Every major event at Bharat Mandapam fills hotels, restaurants, and taxi services in the capital, generating thousands of jobs both directly and indirectly.
For exporters, the events provide a low-cost, high-impact way to test products, find distributors, and build credibility. For policymakers, they offer a platform to showcase initiatives like Make in India, Aatmanirbhar Bharat, and the country’s push to become a $5 trillion economy. For students of MICE management and tourism, ITPO’s operations offer a live case study in how large-scale events are conceptualised, marketed, and executed.
Supporting MSMEs and Make in India
A large share of exhibitors at ITPO events come from the MSME sector, which is the backbone of Indian manufacturing and employment. By giving small businesses a national and international stage, the agency helps them move up the value chain. Many startups have used events like IITF as a launchpad to attract investors, distributors, and media attention.
The road ahead
With Bharat Mandapam now operational and continuing to host marquee events including the G20 Summit, ITPO is positioned to take the country’s exhibition industry to a new level. The agency is investing in digital tools, online registration systems, and trade portals to make participation easier. Plans for satellite exhibition centres in other states, like the proposed International Trade and Convention Centre in Kerala, signal that the model is being scaled beyond Delhi.
For the MICE industry in particular, ITPO’s work is creating a foundation that did not exist a decade ago. With international-grade infrastructure, professional event management, and strong government backing, the country is now able to compete with established MICE destinations like Singapore, Dubai, and Frankfurt for global conferences and exhibitions.
