Every modern travel and hospitality business runs on information. From booking patterns and customer reviews to competitor pricing and seasonal demand cycles, the volume of data flowing through a single tour operator or hotel chain on any given day is enormous. The real challenge is not collecting this data; it is figuring out which pieces of information actually matter for shaping strategy. That is where information resource assessment comes in, a structured way of identifying, evaluating, and organising the information that gives a business its competitive edge.

What information resource assessment really means

At its core, information resource assessment is the disciplined process of examining all the information assets an organisation holds, or could acquire, and judging their strategic worth. It asks three blunt questions: What information do we have? What information do we need? And which pieces of that information could genuinely shift our position in the market?

This is not a one-off audit or a routine IT inventory. It is an ongoing managerial practice that links data directly to business direction. Researchers studying strategy assessment in IS management describe it as a process that precedes formal planning, where teams gather environmental and resource information so that the eventual strategy is grounded in evidence rather than guesswork. For a tourism enterprise, this might mean evaluating whether the customer database, the destination intelligence reports, and the supplier contracts together tell a coherent story about where the business should head next.

Why assessment, not just collection, matters

Many organisations confuse data abundance with data usefulness. A travel agency may sit on five years of booking records yet have no clear sense of which guest segments are most profitable. Assessment forces a business to separate signal from noise. It asks whether each information stream actually supports a decision, a forecast, or a customer-facing action. Anything that fails this test becomes overhead rather than advantage.

Information as a strategic resource

The shift from treating information as an operational by-product to treating it as a strategic asset is now well established in management thinking. Scholars in information resources management have long argued that information is a strategic weapon through which organisations gain competitive advantage, and this view has reshaped how leadership teams allocate budgets, hire talent, and design systems.

The classic articulation comes from Michael Porter and Victor Millar, whose framework on how information gives firms a competitive advantage continues to anchor curricula and corporate strategy. A strategic information system is one that has the ability to significantly change how a business operates, including its goals, processes, products, or environmental relationships, in ways that produce a competitive edge. The key word here is significantly. Routine reporting tools do not qualify; only systems and information assets that reshape the competitive landscape do.

The four strategic uses of information

Information generally serves a competitive purpose in four ways. First, it enables cost leadership by exposing inefficiencies in operations, fuel use, staffing, and procurement. Second, it supports differentiation by revealing what customers value most and where rivals fall short. Third, it allows focus on niche segments, such as wellness travellers or wedding tourism, by identifying patterns invisible at aggregate level. Fourth, it drives innovation in services and product design, often by combining datasets in ways competitors have not considered.

Identifying crucial information for competitive edge

Not all information is created equal. The heart of resource assessment is sorting through the entire information landscape and separating the merely useful from the genuinely decisive. A piece of information becomes crucial when its absence would meaningfully weaken a strategic decision, or when its presence would let the business move faster, price better, or serve more precisely than its competitors.

Internal versus external information

Internal information includes booking volumes, occupancy rates, average revenue per available room, customer complaint logs, employee productivity metrics, and loyalty programme participation. External information covers competitor pricing, regulatory changes, exchange rate trends, destination popularity indices, and shifts in traveller sentiment.

A useful approach is to combine both lenses through a SWOT-style review. Internal and external analysis together form the backbone of strategic choice, with internal factors revealing strengths and weaknesses the firm can control, while external factors highlight opportunities and threats it must respond to. A hotel group, for instance, might discover internally that its housekeeping data shows an unusually fast room turnaround, and externally that a new airport route is bringing in short-stay business travellers. Combining the two suggests an immediate marketing pivot.

The test of strategic relevance

To decide whether information qualifies as crucial, managers can apply a simple checklist:

Does this information change a decision we are about to make? Does it expose a gap competitors have missed? Does it reduce a major risk? Does it open a path to a new revenue stream? If the answer to at least one of these is a confident yes, the information belongs in the strategic core. Everything else can be archived, automated, or ignored.

The concept of strategic databases

A strategic database is more than a repository of records. It is a curated, integrated, and continually updated collection of information designed specifically to support competitive decisions. Database systems with data mining capabilities are considered a key feature of strategic information systems because they allow organisations to extract patterns from corporate information for marketing, production, promotion, and innovation, while also helping identify data collection strategies that optimise database marketing opportunities.

Common strategic databases in the travel sector

Tourism and hospitality businesses typically maintain several distinct databases that, when integrated, become strategic. A customer database stores demographic profiles, travel preferences, past itineraries, and feedback. A supplier database tracks hotels, transport vendors, ground handlers, and their performance histories. A destination database compiles seasonality patterns, attraction details, safety advisories, and local regulations. A competitor database records rival pricing, packaging, promotions, and digital footprints. A market intelligence database aggregates trends in source markets, currency movements, and emerging traveller behaviours.

The strategic value emerges when these databases speak to each other. Knowing that a particular customer segment from a specific source market prefers a particular type of resort during a particular season is a far more powerful insight than any of those data points in isolation.

Authoritative external databases worth tapping

Beyond proprietary records, several public and subscription databases offer strategic depth. UN Tourism systematically collects tourism statistics from countries around the world, providing one of the most comprehensive repositories of statistical information on the sector, built from country submissions aligned with the International Recommendations for Tourism Statistics. The World Travel and Tourism Council, in collaboration with Oxford Economics, publishes economic, environmental, and social impact data covering 185 economies, including indicators on greenhouse gas emissions, water and energy use, and the gender, age, and wage profiles of tourism employment. These sources let smaller players benchmark themselves against global trends without building the data infrastructure from scratch.

The role of information in crafting business strategy

Once crucial information has been identified and organised, its real job begins: shaping the direction of the business. Strategy formulation is a complex task built on the strengths and weaknesses of the organisation and the mission and goals it wishes to achieve, and senior management depends on management information systems to provide the evidence needed for that formulation. Strategic information systems can offer competitive advantage in several ways, including generating databases that improve marketing by tracking customer purchases and identifying market segments, and creating barriers to competitor entry by enabling products or services that are difficult to duplicate.

From information to decisions

Different layers of management use information differently. Operational staff need transactional data to handle bookings and check-ins. Middle managers need tactical reports to manage occupancy, scheduling, and budgets. Senior executives need synthesised intelligence to make unstructured decisions about acquisitions, new market entry, or brand repositioning. Executive support systems compile information from across the value chain, including external industry reports, financial models, and internal compatibility assessments, to assist leaders in evaluating long-term direction and overall organisational performance.

A travel company considering whether to expand into experiential tourism, for example, would draw on customer feedback databases to gauge demand, supplier databases to assess capacity, market intelligence to track competitor moves, and financial systems to model returns. None of these inputs alone is sufficient. The decision quality depends on how well the assessment process has prepared the information landscape in advance.

Sustaining advantage through continuous assessment

Competitive advantage from information is rarely permanent. Rivals catch up, customer preferences shift, and technology rewrites the rules. A clear understanding of business objectives and how technology can support them is crucial, and the alignment between information systems and business goals must be reviewed regularly to avoid wasted resources and lost opportunities. This is why information resource assessment is best treated as a recurring discipline rather than a project. Annual reviews, quarterly dashboards, and ad-hoc reassessments during major market disruptions all keep the information base aligned with the strategic direction.

Practical steps for conducting an assessment

A workable assessment usually follows a few clear stages. The first is inventorying, listing every significant information source the business uses or could use. The second is evaluating quality, judging accuracy, timeliness, completeness, and accessibility. The third is mapping to strategy, linking each information asset to a specific business goal or decision. The fourth is identifying gaps, finding the questions the business cannot currently answer with available data. The fifth is prioritising investments, deciding which gaps deserve new systems, partnerships, or analytical capabilities.

Done well, this exercise produces more than a report. It produces a clearer picture of where the business is information-rich, where it is information-poor, and where its competitors might be quietly building advantages of their own.
