Every booking confirmation, every weather update, every traveler review tucked inside a search result – these are tiny fragments of something much bigger. Information sits at the heart of how the modern world functions, especially in service-driven industries like tourism. But what exactly is information? It is not the same as data, nor is it identical to knowledge or intelligence, even though we often use these words interchangeably. Understanding the distinction matters because information is now treated as a resource – as essential to development as land, labour, or capital.

What information really means

The word information traces back to the Latin terms forma and formation, meaning to give shape or to form a pattern. That origin is telling. Information is what happens when scattered facts are shaped into something meaningful. Weisman defined information as knowledge, intelligence, fact, or data that can be used, transferred, or communicated. In simpler terms, it is data that has been processed, organised, or interpreted in a way that makes it useful for someone, somewhere, at a particular moment.

The widely accepted view, articulated by researcher Jennifer Rowley, treats information as organised or structured data, processed in a way that makes it relevant for a specific purpose or context – meaningful, valuable, and useful. The phrase “for a specific purpose” is the key. Information is always tied to a need. The same set of figures may be priceless to one person and meaningless to another, depending on what each is trying to achieve.

Distinguishing data, information, knowledge, and intelligence

To grasp information clearly, it helps to place it alongside its close cousins. The four terms form a hierarchy that is often visualised as the DIKW Pyramid – Data, Information, Knowledge, and Wisdom – with intelligence sometimes folded into the upper layers.

Data: the raw material

Data is the starting point. It refers to raw, unprocessed facts and figures that have no meaning on their own. A list of room occupancy numbers, arrival timestamps at an airport, or a sequence of digits like 12012012 are examples. By themselves, these mean little. They are scattered, sometimes messy, and need processing before they can be put to work.

Information: data with context

When data is cleaned, structured, and given context, it becomes information. The sequence 12012012, viewed in the context of being a date, becomes 12 January 2012 – and suddenly it has meaning. In a tourism setting, raw arrival numbers turn into information when they are organised by season, source country, or destination. The added context allows decisions to flow from the figures.

Knowledge: understanding gained through experience

Knowledge sits one level above. It is the understanding a person builds when they interpret information through experience, learning, and judgement. According to the well-known framework by Davenport and Prusak, knowledge is a fluid mix of framed experience, values, contextual information, and expert insight that provides a framework for evaluating new experiences. A hotel manager who reads an occupancy report holds information; the seasoned manager who senses that a dip in bookings signals a deeper market shift is drawing on knowledge.

Intelligence: information sharpened for action

Intelligence is information that has been analysed and interpreted to support decisions, often in competitive or strategic contexts. Intelligence takes information a step further by analysing it to uncover deeper insights, patterns, and trends, which then inform strategic decisions and drive business actions. A destination marketing agency that converts a quarter’s worth of traveller data into a forecast of next season’s demand is producing intelligence, not just information.

Information as a resource for development

Modern economies treat information as a resource on par with raw materials or finance. Without timely, reliable information, governments cannot plan, businesses cannot compete, and citizens cannot make informed choices. Nowhere is this clearer than in scientific and technical information (STI), which underpins national progress.

A working document on STI for development emphasised the central position of scientific and technological information in achieving balanced national development, and the need to disseminate it not only within the science and technology system but also to managers and specialists at every level of decision-making, including those in small-scale industries and rural communities. Put simply, the value of information lies in its movement. A research finding that never leaves the laboratory cannot drive change. The transfer of insights – from researcher to policymaker, from scientist to entrepreneur, from expert to community – is what turns information into development.

This is also why development can be characterised as the process of putting scientific and technical knowledge into practice, with information and communication technologies playing an important role by reducing the cost of communicating that knowledge. The internet, mobile networks, and digital platforms have collapsed the distance between those who generate information and those who need it.

Why information needs vary across user groups

One of the most important ideas in information science is that needs are not universal. A scientist, a hotel manager, a policymaker, and a backpacker all need information, but the kind, depth, timing, and format they require differ widely. Information services succeed only when they are tuned to the specific needs of their users.

Scientists and technologists

Researchers tend to need information continuously and at depth. Drawing on the well-known classification by Voigt, scholars typically approach information in four ways: a current approach to keep up with what others in the field are doing; an everyday approach for specific facts needed in daily work; an exhaustive approach when starting a new investigation; and a catching-up or browsing approach. A tourism economist studying post-pandemic travel patterns may rely on all four within a single project.

Managers and entrepreneurs

Managers operate under tighter time pressure. Their information needs are described as comparatively complex, falling into two broad types – current awareness in their area of work, and ad hoc information needed to satisfy a specific purpose. A revenue manager at a hotel chain wants quick, summarised dashboards, not lengthy research reports. In tourism specifically, information plays a vital role for entrepreneurs and managers who spend the whole day processing it, and the industry suffers from a rather uncontrolled growth of data sources rather than a shortage. The challenge today is filtering, not finding.

Policymakers and leaders

Decision-makers in government and large institutions need information that is credible, concise, and ready to be acted on. Yet bridging the gap between expert knowledge and policy is not automatic. Researchers have long pointed out that scientific information is rarely accessible in a format useful for decision-making, and scientists often do not understand decision-makers’ information needs. This is why intermediary institutions, advisory councils, and well-designed reporting systems matter so much in modern governance.

Practitioners, students, and the public

Beyond these, students need information to support studies and projects, professionals such as doctors and engineers need it to do their jobs, and ordinary citizens need it for daily life – from train timings to public health updates. The interested public, especially in a tourism context, increasingly drives the demand for engaging, mobile-friendly, multilingual information.

Information as both a process and an asset

One of the more interesting debates in information science is whether information is a process or an object. The honest answer is: both.

As a process, information is the act of informing – communication, transmission, the flow of meaning from one mind to another. A guide explaining the history of a heritage site to a group of travellers is producing information through a process. As an asset or object, information is something that can be stored, retrieved, owned, and traded. A digitised archive of historical travel records, a customer database, or a market research report are all information assets. In this view, data, information, and knowledge are valuable business resources alongside people, finances, and other assets.

This dual nature explains why organisations spend heavily on both – on the systems that move information (networks, communication tools, training) and on the repositories that hold it (databases, knowledge bases, archives). Both halves must work together for information to deliver value.

Information in the tourism industry

Few sectors illustrate the role of information as vividly as tourism. A traveller’s journey begins with information – searching, comparing, reading reviews – long before any booking is made. Operators rely on information about demand, pricing, weather, transport schedules, and customer preferences. Destination authorities use information to plan infrastructure, manage seasonality, and protect heritage sites. The Ministry of Tourism in India publishes annual statistics on foreign tourist arrivals, domestic visits, and foreign exchange earnings precisely because such information shapes policy and investment decisions.

Tourism is also one of the most information-intensive industries because the product itself – an experience – cannot be tested before purchase. Travellers buy on the strength of information alone. This makes accuracy, timeliness, and trust the real currencies of the trade.

Why getting the definition right matters

It might seem academic to fuss over the boundary between data and information, or between information and knowledge. But the distinction has practical consequences. Organisations that confuse the terms end up investing in tools that collect mountains of data without producing anything useful. Those that understand the difference design systems where data is captured cleanly, transformed into information through structured processing, and elevated into knowledge and intelligence through expert analysis. Each layer serves a different purpose, and each requires different skills, technologies, and people.

In a world drowning in raw inputs, the ability to convert data into meaningful information – and to deliver the right information to the right user at the right moment – has become a competitive advantage. For tourism professionals, scientists, managers, and policymakers alike, that ability is no longer optional. It is the foundation of every good decision.
