India’s relationship with computers has been one of the most fascinating technology stories of the past seven decades. From a single mainframe imported in the 1950s to a digital economy projected to power one-fifth of national income by 2030, the country’s computerisation journey reflects deliberate policy choices, scientific ambition, and a desire to use technology for broad social progress. This is a story of how computers went from being objects of suspicion in government corridors to becoming everyday tools that shape education, governance, livelihoods, and global identity.

The early years: Computing arrives in a young nation

India’s computing story began modestly. The country acquired its first computer in 1956, a mainframe known as the HEC-2M installed at the Indian Statistical Institute in Calcutta, which played a key role in early economic planning and nuclear research. That same machine helped train the first generation of Indian computer professionals and was eventually used to design TIFRAC, India’s first indigenous computer, in 1962.

The period between 1955 and 1970 was largely exploratory. A committee chaired by atomic scientist Homi Bhabha, set up in 1963, recognised the importance of electronics and computers for national development and recommended creating the Department of Electronics within the Government of India. This recommendation laid the institutional foundation for everything that followed.

The IBM exit and the push for self-reliance

A defining moment came in 1978. After the government pressed IBM to reduce its foreign equity holding and the company refused, IBM was effectively forced to leave the country, prompting policy makers to relax rules so that domestic firms could import parts and assemble computers locally. This single event reshaped the trajectory of Indian computing. Local talent that had worked on IBM machines spread across new ventures, and entrepreneurs began building minicomputers, software services, and maintenance businesses.

The minicomputer policy of 1978 and the broader computer policy of 1984 progressively opened the sector. New computer and software policies announced in 1984 and 1986 liberalised hardware and software imports, brought software under the Open General Licence, and made it easier for Indian firms to set up offshore development links with American clients. These reforms quietly seeded the export-oriented IT services industry that would later transform the country’s global image.

From liberalisation to global IT power

The 1991 economic reforms accelerated everything. Software Technology Parks of India, established earlier, became more powerful as foreign investment opened up. By the late 1990s, the political establishment had begun to describe information technology as central to the country’s future. Software services exports grew from a modest base to enormous figures, and Indian engineers became a recognised global resource.

Today, the scale is striking. India’s IT industry is projected to reach the US$ 350 billion mark by 2026 and contribute around 10% of the country’s GDP. IT exports rose 12.48% in FY25 to US$ 224.4 billion, with units registered under Software Technology Parks of India contributing roughly Rs. 10.64 lakh crore. Beyond the headline numbers, the sector now employs millions, anchors several state economies, and has shifted hiring momentum to non-metro cities such as Coimbatore, Vizag, and Nagpur.

The rise of the digital economy

Computers no longer sit only in offices and data centres; they are woven into the broader economy. India’s digital economy already accounted for 11.74% of GDP in 2022-23 and is projected to contribute close to one-fifth of the economy by 2029-30, growing roughly twice as fast as the overall economy. The same source notes that digital workers are nearly five times more productive than the rest of the workforce, a figure that captures the multiplier effect of computerisation.

The country has also become an unmistakable hub for global delivery. There are around 1,700 Global Capability Centres operating in India, supported by a deep talent pool, cost efficiency, and digital infrastructure. These centres research and build products for the world from Indian soil, a far cry from the body-shopping era of the 1980s.

Computers in everyday governance: The Digital India story

Perhaps the most visible face of computerisation today is in citizen services. Digital India was launched on 1 July 2015 by the Prime Minister with three vision areas: digital infrastructure as a utility to every citizen, governance and services on demand, and digital empowerment of citizens. The programme stitched together earlier e-governance efforts under one umbrella and gave them political momentum.

The everyday impact is significant. Common Service Centres now offer over 400 government and business services across the country through Village Level Entrepreneurs, with more than 5.31 lakh CSCs functional including those at gram panchayat level. The same press release describes how DigiLocker enables paperless storage of public documents, how the e-District Mission Mode Project delivers certificates and pensions through district-level e-services, and how Direct Benefit Transfer schemes have moved trillions of rupees straight to beneficiaries’ bank accounts.

The JAM trinity and digital public infrastructure

Three building blocks deserve special mention: Jan Dhan bank accounts, Aadhaar digital identity, and mobile telephony. The JAM trinity underpins financial inclusion and direct benefit transfers, and over time Digital India has evolved from a primarily e-governance initiative into a broader digital public infrastructure ecosystem covering identity, real-time payments, document storage, and consent-based data sharing. The Unified Payments Interface alone now processes over US$3 trillion in annual transactions, illustrating how everyday economic life has shifted onto digital rails.

Government estimates suggest the Digital India programme has dramatically narrowed the distance between citizens and the state, with mobile apps like UMANG aggregating thousands of services. The shift to electronic delivery also addresses problems that bothered earlier generations: opaque files, missing documents, and arbitrary delays.

Computers in education and skill building

None of this would be possible without an educated workforce. The Indian Institutes of Technology, set up in the 1950s and 1960s, were among the earliest spaces where Indian students learned to program on imported mainframes. Over time, computer education spread to engineering colleges, polytechnics, and even school curricula.

Today, public learning platforms are reaching scale. The DIKSHA platform, a national-level educational platform, hosts thousands of courses and has recorded more than 15 crore enrolments, helping students and teachers across the country. The National Education Policy of 2020 has further pushed digital learning into the mainstream, recognising that future jobs require fluency with software, data, and online tools.

Bridging the digital divide

For all the progress, access remains uneven. Globally, 76% of urban households had internet access at home in 2020 compared with only 39% of rural households, and given India’s vast rural population, closing this gap is critical for inclusive growth. Affordability of devices, last-mile connectivity, content in local languages, and simple usability all matter.

Several programmes target this gap directly. Pradhan Mantri Gramin Digital Saksharta Abhiyan, approved by the Union Cabinet in February 2017, focuses on making at least one member of each eligible rural household digitally literate through basic computer and internet training. BharatNet, meanwhile, aims to connect gram panchayats with high-speed fibre, and Common Service Centres act as physical hubs where villagers can access services without owning a device.

Even with these efforts, challenges persist. Reports note that while infrastructure has improved through such initiatives, reaching remote, tribal, and rural regions remains difficult, with high dropout rates and inconsistent training quality limiting the impact of digital literacy programmes. Solving this requires ongoing investment, better trainer support, and content tailored to local realities.

Self-reliance, social welfare, and a balanced policy approach

One thread running through India’s computer policy has been the balance between openness and self-reliance. The 1970s reflected protectionism; the 1980s and 1990s opened the gates; the 2000s and 2010s celebrated global integration; and the current decade has tilted again toward strategic autonomy in semiconductors, AI, and data.

The recent policy thrust illustrates this. The IndiaAI Mission carries an outlay of around Rs. 10,300 crore for AI, blockchain, and cybersecurity, while the Production Linked Incentive scheme has expanded support for semiconductors, electronics manufacturing, and IT hardware. India’s AI Mission has secured 38,000 GPUs as of September 2025, more than tripling the initial target of 10,000, and the country is moving toward producing its first made-in-India GPUs. These steps mark a deliberate effort to control critical layers of the digital stack.

Why this matters for tourism, services, and society

Computers and software have changed how Indians travel, transact, learn, and relate to the state. Hotel bookings, e-visas, train tickets, monument passes, multilingual tourism portals, and digital payments at small hospitality businesses all depend on the same digital backbone. The State of India’s Digital Economy Report 2024 ranks India third globally in terms of economy-wide digitalisation, a position the government links to its goal of building a developed nation by 2047.

The same computerisation that powers software exports also enables a small homestay owner in the Himalayas to take UPI payments, list rooms on a booking platform, and apply for a loan without visiting a branch. That is the social dimension worth emphasising: technology becomes meaningful when it touches lives at the margins, not only in glass-walled campuses.

Looking ahead

India’s computerisation has been neither a straight line nor a copy of any other country’s path. It has alternated between protection and openness, between elite scientific ambition and grassroots inclusion, between short-term political shifts and long-term technological vision. The result is a digital ecosystem that is at once world-class in parts and uneven in others.

The next decade will be shaped by three questions. Can the country make digital literacy as universal as basic schooling? Can data privacy and cybersecurity keep up with the speed of digital adoption? And can homegrown hardware and AI capabilities reduce dependence on imported chips and platforms? The answers will determine whether digital empowerment truly becomes a cornerstone of socio-economic progress for every citizen.
